Department and Position Overview The Chief Veterinarian is responsible for performing professional level work involving the administration and supervision of a clinical program for the proper observation, handling, welfare, and euthanasia of animals confined at the Animal Care Facility. Animal Care Services handled 29,000 animals in FY2011and the City has adopted a goal of finding homes for every healthy, treatable animal.  We are partnering with rescuers, other community shelters and our volunteers to achieve this within the next four years.  In an effort to reach this goal, the department is looking for a Chief Veterinarian with high volume spay and neuter surgery experience and someone who wants to be a part of something no other major city has accomplished. This position will exercise direct supervision over one clinic manager and 8 veterinary technician along with 2 other full time veterinarians. The Chief Veterinarian will: Be responsible for all health care to include medical and behavior evaluations, medical treatment and operations Answer questions from the public and City Officials pertaining to veterinary public health issues   Certify animals in rabies quarantine to be free of rabies; prepares and forwards tissue samples  Provide director’s office with medical answers for City Council and citizen groups Attend advisory board meetings, staff meetings, and committee meetings as required Prepare and conduct in-service training for staff. Develop and implement policies and procedures in accordance with best practices in shelter medicine

CHIEF VETERINARIAN (0205) EEO CATEGORY: Officials/Administrators EXEMPT STATUS:  Exempt    SALARY:  $75,278.58 - $127,973.82 JOB SUMMARY:
Under administrative direction, is responsible for performing professional level work involving shelter medicine for animals under the supervision of the City of San Antonio. Acts as the in-house veterinary medical staff person for the City’s Animal Care Program and performs necessary surgeries including high volume spay/neuter. Exercises supervision over assigned staff. ESSENTIAL JOB FUNCTIONS:
• Renders shelter medicine to include but not limited to medical and behavior evaluations, medical treatment, and operations. • Performs high volume spay/neuter surgeries. • Administers the rabies control program. • Trains staff in rabies, abuse, cruelty and the proper observation, handling, welfare, and euthanasia of animals confined at the Animal Care Facility. • Proposes changes in operating procedures when appropriate for the rabies and animal control programs. • Plans and initiates, in conjunction with the Veterinary Medical Association of Bexar County, rabies vaccination clinics when the need exists. • Vaccinates all animals not currently vaccinated against rabies prior to their release when vaccination is appropriate and certifies all animals released from observation as being free from rabies. • Maintains current and accurate drug records per Drug Enforcement Administration (DEA) requirements. • Performs necropsies for cruelty cases and as necessary. • Testifies in court on animal related cases as necessary. • Responds to questions from the public and City Officials. • Performs related duties and fulfills responsibilities as required.

 

EDUCATION AND EXPERIENCE:
• Graduation from an accredited college or university with a degree of Doctor of Veterinary Medicine. • Two (2) years experience in animal control, shelter medicine, high volume surgery and/or preventive medicine practice.

 

LICENSES OR CERTIFICATES:
• Must be licensed to practice veterinary medicine in the State of Texas.

 

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of general veterinary medicine.
  • Knowledge of current rabies control programs, practices, and procedures.
  • Knowledge of basic management theory, concepts, and techniques.
  • Knowledge of animal control techniques, methods, and procedures.
  • Knowledge of animal control laws, regulations, and ordinances.
  • Knowledge of laws, directives, and regulations related to the public health field.
  • Ability to plan and organize large scale operations.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to handle animals under all types of circumstances and situations.
  • Ability to instruct others in the proper techniques and procedures of animal care.
  • Ability to supervise, train, and evaluate assigned staff members.
  • Ability to perform all the physical requirements of the position.

    PHYSICAL DEMANDS AND WORKING CONDITIONS:
    Physical requirements include occasional lifting/carrying of 50 pounds and greater than 50 pounds with assistance; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate veterinary tools and instruments. Subject to reaching, standing, handling, walking, climbing, twisting, and sitting to perform the essential functions. Working conditions are in an office and kennel environment with frequent exposure to laboratory conditions including hazardous materials, unfavorable fumes and odors, and working with animal body fluids and infectious diseases.
